1) Your Scooter Manufacture/Distributor/Importer must be on DMV approved list; otherwise you cannot register the scooter in Texas and legally use it.
2) The dealer must have Motorcycle Dealership license and workshop registered with Texas DMV. Those companies or websites outside Texas don't have a store or workshop in Texas and they don't have a motorcycle dealer license in Texas.
